Focusing resources on key projects
At the session, the People's Committee of Hue City submitted a proposal requesting the City People's Council to consider and decide on adjusting the medium-term public investment plan for the 2021–2025 period, along with the 2025 capital plan from local budget sources. The total adjusted value amounted to more than 113 billion VND, notably including an additional 60 billion VND to implement resettlement and build cemeteries to serve land clearance for the North–South high-speed railway project.
According to the proposal from the People's Committee of Hue City, after nearly 5 years of implementing the medium-term public investment plan, some projects have been completed or no longer require funding due to delays. The city proposed reducing over 65 billion VND from delayed projects, while reallocating over 59 billion VND from land use revenue to urgent projects, such as disaster prevention, population stabilization, and urban infrastructure improvement.
In the 2025 capital plan, Hue City intends to adjust 48 billion VND to focus on projects that can be implemented within the year, prioritizing essential infrastructure projects such as Tam Giang bridge, Thieu Hoa dike system, northern Huong So resettlement area...
In particular, to ensure the progress of the North–South high-speed railway project passing through the locality, Hue City proposed an additional 60 billion VND investment for 4 projects to build resettlement areas and cemeteries, serving land clearance work. This is an urgent requirement to ensure the project commences in accordance with the Government's directive before August 19, 2025.
The City People's Committee affirmed that this adjustment does not change the total medium-term investment amount already approved by the City People's Council, but is a flexible coordination to improve disbursement efficiency and focus on key tasks.
The proposals related to adjusting the public investment plan by the City People's Committee were highly agreed upon by the Economic and Budget Committee of the City People's Council; at the same time, the City People's Council deputies also conducted voting and passed them.

Amending land resolutions to suit the two-tier local government
After Hue officially became a centrally governed city, operating under the two-tier local government model, the People's Committee of Hue City submitted a proposal for the City People's Council to consider and approve a resolution to amend and supplement certain land management regulations.
The adjustments aim to update the new organizational model. The content of the amendments focuses on resolutions issued during the former district-level structure.
The adjustments mainly involve changing or removing terms and clauses that are no longer appropriate and transferring authority from the district level to the commune level, such as: issuing land use right certificates, managing agricultural and forestry land, providing housing land support for ethnic minorities...
The City People's Committee affirmed that the amended resolution not only meets legal requirements for operating the urban government, but also contributes to creating a clear, streamlined legal framework in land management, a key sector in urban development and stabilizing the lives of Hue residents in the new period.
Also within the session, the People's Committee of Hue City submitted a draft resolution regulating the content and spending levels for implementing the project “Building a learning society for the 2021–2030 period” in the locality.
This is seen as a step to concretize central policies, creating a legal basis and mobilizing resources suitable to the city's conditions.
The draft resolution submitted by the City People's Committee consists of 5 articles, specifically regulating many spending contents, including: spending on communication, organizing Lifelong Learning Week; spending on preliminary and final summaries of learning models; spending on training staff and teachers of community learning centers; spending on literacy programs and education universalization (supporting learning materials, teaching fees, shared materials...); spending on inspection, evaluation, learning demand surveys; spending on rewarding collectives and individuals with achievements.
All spending levels were developed based on Circular 17/2022 from the Ministry of Finance, appropriate to the local budget balancing capacity. Funding for implementing the project mainly comes from the educational career budget and other lawful sources.
The draft resolution was also reviewed, discussed, and approved by the City People's Council.
