The VIE/039 project, funded by the Government of Luxembourg, was approved by the Chairman of Hue City People’s Committee with the objective of enhancing the economic and climate resilience of farming households and small business units, particularly women’s in Vietnam. The project’s beneficiaries include farming households, especially women’s, cooperatives, as well as small and micro-enterprises operating within selected value chains. The project is set to run for 24 months from the date of approval.
During the meeting, members of the Steering Committee, partners, donors, and participating delegates focused on reviewing achieved tasks and identifying key priorities for completion by the end of 2025 and into 2026. The discussion aimed to clearly identify existing difficulties and obstacles to propose timely solutions. Attendees also reviewed the detailed activity plan and budget allocation for 2025-2026, ensuring feasibility and alignment with the project’s goals and expected outcomes. Agreement was reached on a coordination mechanism among stakeholders, with a particular emphasis on the coordinating role of the managing agency and the supportive roles of technical departments and local project beneficiaries.
Vice Chairman Hoang Hai Minh emphasized that this is one of the key projects between Vietnam and Luxembourg in terms of improving the economic and climate resilience of farming households and small business units - especially women - in Hue City. The city leaders highly appreciates the technical and financial support from the Government of Luxembourg through LuxDev, as well as the active collaboration from domestic partners, particularly the Hue branch of the Vietnam Bank for Agriculture and Rural Development.
Following the approval, the project has gradually established its management structure, strengthened its personnel, developed coordination procedures, and launched initial start-up activities. However, certain challenges remain, including the restructuring of the two-tier local government system and issues related to public investment procedures, disbursement progress, and administrative mechanisms.
Hue City People’s Committee committed to strictly and closely monitored implementation of Project VIE/039, while also creating the most favorable conditions in terms of mechanisms, policies, and resources to ensure that the project proceeds effectively and on schedule, in line with commitments made to Luxembourg.
