Several opinions have highlighted the importance of cooperation between the Government and the intellectual community 

On November 24th, 2023, the Party Central Committee issued Resolution No. 45-NQ/TW on continuing to build and promote the role of intellectuals in meeting the demands of rapid and sustainable national development in the new era. The resolution highlights both achievements and limitations in mobilizing intellectuals to participate in national development efforts. It also aims to concretize Resolution No. 54, dated December 10, 2019, of the Politburo, on the development of Thua Thien Hue Province (now Hue City) to 2030, with a vision toward 2045.

As Hue progresses toward becoming a centrally-governed city, its intellectual community plays a crucial role in consulting, formulating policy, and participating in socio-economic development, cultural preservation and promotion, raising public knowledge, as well as training talent, ultimately positioning Hue as a national center of culture, science, and education.

To further connect and harness the role and responsibility of intellectuals in Hue’s development in the new period, the conference focused on several key topics: Clarifying the significance and importance of Resolution 45-NQ/TW and its relationship with Resolution 54-NQ/TW; Outlining development directions for Hue City in alignment with both resolutions; Proposing solutions to enhance the contribution of intellectuals to local socio-economic development in the new era.

At the event, Chairman of Hue Union of Associations, Ho Dac Thai Hoang, emphasized that Hue is among the leading localities nationwide in terms of the number of intellectuals with academic titles and degrees. Hue’s intellectuals are present in nearly all areas of social life and hold key positions within the political system, government management, and across various economic, technical, scientific, and social science fields. They have made many significant scientific achievements - particularly in health sciences. With this strength, Hue enjoys great advantages and opportunities to achieve fast and sustainable socio-economic development while reaffirming its status as a major national hub for culture, tourism, healthcare, science and technology, and multi-disciplinary, high-quality education and training.

 Mr. Cung Trong Cuong, Director of Hue City Institute for Development Studies, stated that a robust business sector is essential for attracting and retaining intellectuals

Dr. Dang Viet Dung, Member of the Presidium of the Vietnam Union of Associations and President of the Vietnam Federation of Civil Engineering Associations, noted that along with the national intellectual community, Hue’s intellectuals have actively contributed to the local development for many years, especially in healthcare, education, and culture. They have also helped advance digital government, digital economy, and digital society to improve the management and administration efficiency of the government, as well as production and business operations.

In addition, several opinions have highlighted the importance of cooperation between the Government and the intellectual community. Beyond the dedication and efforts of intellectuals to fulfill their roles in advancing Hue’s development goals under Resolution 54, it is necessary to have the involvement and support of the Party committee and city government, especially in the creation of mechanisms that allow scientists to catch and respond to developmental needs, participate in policy-making, and contribute to addressing socio-economic and scientific-technical challenges, either through assigned tasks or in the capacity of expert consultants and reviewers.
